About Us

  • In the year 1954 College of School Education for the state was established in Solan, Himachal Pradesh. Later on in the year 1970 it was converted into State Institute of Education (SIE) and was entrusted the task of preparing programmes and policies from Primary Level to Senior Secondary Level by the State Government. In the year 1984, SIE was restructured as State Council of Educational research and Training (SCERT).
  • The state government notified SCERT, Himachal Pradesh as the State Academic Authority for the state of Himachal Pradesh under section 29(1) of RTE Act 2009 to lay down the curriculum and evaluation procedure for elementary education. As the nodal agency for in-service teacher training, SCERT develops a consolidated annual training calendar for senior secondary school teachers, teacher educators from SCERT and DIETs, as well as non-teaching staff of the Department of Education across six districts of Himachal Pradesh.

Objectives

The State Council of Educational Research and Training (SCERT) Himachal Pradesh is the apex academic body in the State. The objective of the Council is not only to provide academic leadership in educational research and innovation but also to uphold the standards of excellence and to provide valuable insights through studies on key issues concerning the quality of education in the State.

Roles and Responsibilities:

To act as an apex body on school education in pursuance of the recommendations of NEP 2020.

To undertake projects/programmes/schemes entrusted by the State Government, Ministry of Human Resource Development (MHRD), National Council of Educational Research and Training (NCERT), New Delhi and RIE Ajmer.

To undertake in-service training programmes, evaluation and research work in the field of School Education.

To review, adapt, adopt and develop curriculum, text-books, training material and teaching learning material for all levels of school education.

To nurture the talent at an early age, the SCERT conducts scholarship exams at three levels i.e. Swaran Jayanti Middle Merit Scholarship Examination, National Means Cum Merit Scheme and National Talent Search Examination (NTSE) at primary, middle and secondary levels respectively.

To organize Science Popularization Activities such as Science Seminars, Science Exhibitions for school children and State Level Exhibition & Project Competition (SLEPC) under INSPIRE MANAK Scheme.

To orient teachers regarding Drug Abuse, POCSO & Child Rights, Guidance and Counseling, Inclusive Education, Environmental Awareness, Gender Sensitization, Population Education, Vocational Education and ICT literacy.

To conduct Educational Surveys from time to time e.g. PARAKH (Performance Assessment, Review and Analysis of Knowledge for Holistic Development) & SEAS (State Educational Achievement Surveys) etc. and to develop state specific interventions.

To organise capacity building programmes for SRG and Teacher Educators on the development of quality e-Content for the teachers at primary, middle and secondary levels across the state regarding the usage of DIKSHA Portal.

To organise orientation programmes for the teachers at primary, middle and secondary levels across the state regarding the usage of National Digital Portals for e-Learning under PM e-VIDYA, DIKSHA(Digital Infrastructure for Knowledge Sharing ), NISHTHA(National Initiative for Schools Heads and Teachers Holistic Advancement) and EBSB(Ek Bharat Shreshth Bharat ) repository aligning with the ongoing Digital India initiative of NEP 2020, which also aims to transform the entire nation into a digitally empowered society and knowledge economy. It emphasizes on the role of educational technology in the improvement of educational processes and outcomes in addition to access and equity.

To create, curate and disseminate e-Content for school education through 5- DTH TV Channels allocated to the State under PM e-VIDYA and DIKSHA Portal.

Digital Learning Material

The DIKSHA tenant of Himachal Pradesh aims to provide free digital learning material aligned with the state curriculum and context for every student.

Programmes under NISHTHA

To provide digital modules/training programmes under NISHTHA to build capacity of teachers at each level of Education in the state as state tenant on DIKSHA.
